never actually closes; however, there are operational and
meteorological occurrences(1)
that may result in the interruption of regular class, work
and event schedules. FIU responds to these occurrences according
to its Emergency Management & Continuity of Operations
Plan (EMCOP). The key elements of the EMCOP are following:
ASSIGNMENT OF RESPONSIBILITY:
Core Committee (CC):
The Core Committee is comprised of the department heads
from fourteen areas of operation that work closely together
to identify, monitor and recommend appropriate responses
to operational or meteorological threats to the University.
The CC monitors unusual events, potential and imminent threats
to the University and advises the Director of Emergency
Management accordingly.
Director of Emergency Management (DEM):
The member of the University Executive Council, a Senior
Administrator, or the University Chief of Police (Director
of Public Safety) is appointed by the President to serve
as the Incident Commander at the time of an emergency.(2).
Emergency Management Group (EMG):
The Emergency Management Group is comprised of the directors,
or their designees, of twenty-six critical units whose specific
scope of responsibility are directly applicable to the Universitys
response and recovery.
EMCOP Coordinator:
The member of the Core Committee, who is responsible to
facilitate the planning, preparation and coordination of
the response efforts among the members of the Emergency
Management Group, who are responsible to develop and maintain
preparedness and response plans for their areas of responsibility.
Special Assignment Group (SAG):
University departments/units with special programs or areas
of responsibilities, which may require early notification
or additional preparation time in order to effectively suspend
their operations in response to a potential threat.
There is a designated alternate for each position
described above.
The Chief of Police is the alternate DEM.

(1) An occurrence as defined in the FIU EMCOP is the
materialization of threat to the University.
(2) Any incident, potential or actual, which affects
an individual, a department or a division, which may have
damaging consequences for the overall functioning capacity
of the University.
